D/L is not done until button says "FINISHED"

There's a bug in the downloader that's causing it to say 100% completed before the download is actually finished. Unless the button says "Finished", the download is not actually finished. It is possible you may have hit the "Cancel" button when you saw the 100% and have incomplete MPQ downloads. If you have problems installing, try resuming your download (launch the downloader again and save to the same directory) and wait until the button says "Finished"
